The official Pokémon Center website now lists the Stellar Crown Elite Trainer Box as available for preorder at a cost of $59.99 (prices from other retailers may vary). Although only a September release window is provided on Pokémon Center, an official release date of September 13 has been given for the expansion as a whole. In any case, Pokémon Center also details the contents of the Stellar Crown Elite Trainer Box, which will be as follows:

Stellar Crown’s Elite Trainer Box Is Typical Of Past Products

A Few Slight Variations

This list naturally matches the contents of previous Elite Trainer Boxes, with the differences being details like the card sleeve art, as well as the subject of the Promo Cards being Noctowl. However, it should also be noted that some of these inclusions are Pokémon Center exclusives. Elite Trainer Boxes supplied by other retailers will only contain 9 booster packs instead of 11.
